"Operation Destroy Cleveland" wouldn't be that far up on Homeland Security's worry list, no offense to Cleveland, which is a fine city. Relatively speaking, it would be a low value target.
Unless, of course, DHS compared it to Youngstown or Steubenville, then I could see your point.
