NASA almost has a decent plan. Here is my alternative:

1. Use the existing shuttles and as well as disposable rockets to build a Space Elevator. (Actually NASA should just approve the design then hire Bob Kraft and the Virgin Atlantic guy to build it so it’s not a Big Dig in the Sky).

2. Use the Space Elevator to build a real space station (not a floating phone booth).

3. Use the elevator and space station to build a real interplanetary spacecraft – one that uses an efficient nuclear drive for instance.

4. Use that efficient spacecraft to shuttle crews and landing crafts to the Moon, Mars, the Asteroid belt, the moons of Jupiter and Saturn, etc...

5. Encourage commercial use of space resources.

To get to the moon, astronauts would take an elevator to a space station. At the space station they transfer to a moon shuttle. Ride to surface in landing craft. Repeat at will.
